A Partnership that Works

In 1995 the Laborers’ District Council of Ohio and the Ohio Contractors Association laid the groundwork for Ohio LECET. The concept was one of cooperation, that Laborers and Union Contractors had to find ways to promote the highway construction industry and the role played by Union contractors and Union Laborers.

Since then, LECET has participated in the legislative passage of new gas taxes, project promotion with our contractors, prevailing wage enforcement, and other efforts such as our Work Zone Safety Campaign.

Meet the Ohio LECET Staff

John C. Hughes, Jr. 

John C. Hughes, Jr. has been a second generation member of Laborers' Local 530 since 1990, where he currently serves as President. John worked for the Shelly Company for 14 years.  He was employed at the Drexel J. Thrash Training Center as an instructor for 7 years. He was then selected as the Laborers' State wide Apprenticeship Coordinator for 4 years immediately preceding his appointment as LECET Executive Director. John earned a Bachelor of Science degree in Business Administration from The Ohio State University.

Kevin Lewis 

Kevin has been a member of Laborers' Local 83 in Portsmouth,Ohio since 1990, serving for a time on their executive board. In the field, he worked on a variety of projects including the Sunoco Coke ovens, and the Marathon Ashland Oil pipeline. Since 2005, Kevin has been a part of the Ohio LECET staff to help Union Contractors obtain more work and fight for enforcement of prevailing wages. 

Alicia Hughes 

Alicia Hughes became a third generation member of Laborers' Local 530 in 2012.  She was previously employed by the Ohio Laborers’ Fringe Benefit Programs Office, working in the Contractor Relations Department until 2014 when she joined the LECET staff. Alicia earned her Bachelor of Science degree in Criminal Justice from The University of Cincinnati.

Carmen D. Henderson  

Since 1994, Carmen has been a proud and active member of Laborers' International Union of North America Local 265 located in Cincinnati,Ohio. Since joining the Union, Carmen worked in the field for over 12 years on Building and Highway Construction Projects. In 1995, she began working for the Cincinnati AFL-CIO Labor Council as an AFL-CIO Community Services Liaison. In 2005, she left the AFL-CIO to join the LECET staff. She completed her Bachelor of Arts Degree in Labor Studies from the National Labor College in Silver Spring, Maryland.

Thomas C. Underwood 

Tom has been part of the Ohio LECET staff since 2007. He has been a proud member of Local 894 in Akron, since 1977, serving as a union steward on a number of jobs, including the demolition of the Richfield Coliseum.
